This Friday, 27 February 2026, The Barcelona City Council has clearly rejected the People's Party (PP) proposal to urge the Congress of Deputies to pass a national law banning the use of the burqa and niqab in public spaces. or public access. The motion, promoted by the Populars and supported only by Vox, was rejected by the majority municipal groups: Junts per Barcelona, PSC, Barcelona en Comú and ERC. Even if Junts had voted in favour, the proposal still would not have succeeded because it did not secure enough support to obtain the necessary majority in the plenary. The left (PSC, ERC and Comuns) justified their vote against by arguing that the proposal did not address any real problem in the city and that the use of these plots is marginal.
The PP's initiative sought to urge Congress to legislate against garments that conceal the face. on the grounds of security, effective gender equality and the protection of women's dignity. The leader of the PP municipal group, Daniel Sirera, described the burqa and the niqab as “cloth prisons” and insisted that “it is not a religious debate, but one of freedom and equality”.
Junts says «no witch-hunts, no Vox, no demagoguery»
The councillor for Junts Carme Lleó He defended his group's opposing vote with a message: “No burka, no Vox, no demagoguery, no low-brow politics.”. According to Lleó, the rejection of the PP's proposal did not stem from a fundamental disagreement with the ban, but from the specific initiative presented. “Today we will vote no to the cynicism of the People's Party because in Madrid we have already done the job as it should be done and where it should be done. And in Madrid we will vote in favour of banning the burka.”, he said. With this intervention, Junts sought to position itself in a middle ground: distancing itself from the PP and Vox on Barcelona's city council while insisting that in Congress it does support the ban on this piece.
In the vote in the Congress of Deputies on 17 February, Junts voted against the ban and made it possible for it to remain legal. VOX's initiative was rejected by 170 votes to 177, as groups such as Junts, the PNB and the Canary Coalition distanced themselves from VOX's proposal. If Junts had voted in favour in the Madrid offices, the ban would have passed in Congress.. The argument of Junts for opposing was that I did not want to endorse a proposal presented by Vox.. Councillor Lleó reminded us that Junts has registered its own proposal in Congress and said she hoped that VOX and the PP would support it.
No trace of Junts' proposal in Parliament to ban the hijab in schools
Ten months ago, in May 2025, Junts publicly announced that it wanted to ban the Islamic veil in schools, as well as ban the burqa and the niqab in public spaces. and to restrict the burkini to swimming pools if it did not have technical fabric. They made this announcement just after voting against Silvia Orriols's proposal to ban all Islamic veils.
Even so, The same party admitted at the time that this stance was not accompanied by any concrete legislative initiative in either Parliament or the town councils., but it was rather a political framework to guide local officials. Ten months on, this situation remains unchanged and they have not tabled any proposal to push for a ban on the hijab in schools.
When Junts was CiU and wanted to ban the burqa
When the current Junts formed part of CiU, it promoted or supported various institutional initiatives to ban burqas and niqabs. In 2010 in the Senate, CiU voted with the PP and UPN on a motion urging the Spanish government to ban the burqa in public. That same year, in Lleida, the Convergència mayor approved a ban on the full-face veil in municipal facilities. In municipalities such as El Vendrell, Reus and the Segarra Council, they also voted against allowing the more radical Islamic veils.
In 2013 at the Parliament of Catalonia, CiU initiated proceedings to regulate the use of the burqa in public spaces on security grounds., with the intention that it would be the Department of the Interior that defines in which situations wearing a face covering could be restricted without violating religious rights.
