Imam of the Catalan Islamic Congress believes that “Albiol is from the ummah of Muhammad”
For Taoufik Cheddadi, no one is outside of Islam: neither Rajoy, nor Albiol, nor any other human being. In this vision, each believer becomes an emissary obliged to educate the rest of the world.

In a talk in 2016 at the Catalan Islamic Centre of El Clot, Taoufik Cheddadi — a prominent figure in Catalan Islamic circles and speaker at the Congress of Muslims of Catalonia — He stated that Mariano Rajoy, Josep Anglada or Xavier García Albiol are members of the “ummah of Muhammad.”. The term ummah It means, in Islam, “community” or “religious nation” and has traditionally been understood as the community formed exclusively by Muslim believers.
Their approach starts from a simple idea but one laden with implications: All of humanity is Muslim by essence, even if it does not know it.. When he says that Rajoy, Anglada or Albiol are part of the ummah, he's not joking: in his logic, All people are born into the Prophet's community, and only Muslims are aware of it.. Others are not “infidels”, but incomplete believers who have forgotten who they are. This allows the daʿwa—the preaching—to be presented not as coercion, but as a kind of “return” to one's true identity. In Western societies, This idea turns the non-Muslim majority into a collective of latent Muslims who need to be “reminded” of the right path., thus attributing to Muslims a mission of spiritual correction over the entire population.
The modern redefinition of the concept of ’ummah“
The contemporary vision that Cheddadi draws on is that with the new interpretation The ummah includes humans from the present, the future and the past, as well as those who lived before Muhammad.. In this modern narrative, figures such as Jesus, Moses or Abraham are reinterpreted as “Muslims”.
From this expanded basis, Cheddadi constructs his own classification of the ummah, a structure that does not appear in any classical doctrine but which presents to its listeners as if it were normative. It distinguishes three communities:
- Ummah of Muhammadall humanity, including non-Muslims such as Albiol, Rajoy and Anglada.
- Ummah of ijtihad (reasoning): all Muslims.
- Ummah of dawa (preaching): the non-believers or «latent Muslims», whom it is necessary to “return” to the truth.
Here another key element appears: in the Islamic tradition, the’ijtihad (reasoning) has never been a shared responsibility of the entire community, but rather a function reserved for a very small group of scholars capable of issuing legal judgements.. Converting all Muslims into members of an “ummah of ijtihad” is, therefore, a new conceptual expansion that redefines their role: from simple believers to privileged interpreters with the duty of guiding the rest of humanity.
This re-reading not only redefines non-Muslims: it also imposes a set of obligations on the Muslim community. If all humans are, in essence, “disconnected” Muslims, Then the believing community becomes responsible for guiding them.. In Cheddadi's talks, this duty translates into concrete instructions: to maintain an identity separate from Western society, to educate children to be “standards” of the Islamic community and to act as missionaries in all areas of daily life. The final message is clear: it is not just about living as Muslims, but about actively working to transform the environment.
Cheddadi's role in Catalan Islam
Taoufik Cheddadi was born in Morocco into a religious, conservative family, the son of a traditional imam who embodied the model of religious authority subordinate to the State. As a young man, however, Cheddadi broke with this inertia: he came into contact with modern Islamist movements, left-wing political groups and readings considered “forbidden.” This interest in Islamist currents will shape all of his future preaching activities in Catalonia and Spain.
First installed in Barcelona and later in Badalona, Santa Coloma and Mollet, he became one of the most visible imams in the country. and becomes vice-president of UCIDCAT, the organisation that drives the Congress of Muslims of Catalonia, in which he himself participates as a prominent speaker. This congress includes other controversial figures who, like Cheddadi, have been detained in operations related to Islamist circles. The simultaneous presence of high-profile doctrinal figures with controversial backgrounds. it reinforces the debate about what kind of Islam is being publicly projected in Catalonia and with the support of the Generalitat.
