El 16 de juliol de 2025, el Parlament portuguès va aprovar una reforma legislativa que suposa un enduriment significatiu de la seva política migratòria. Aquesta iniciativa, impulsada pel Partit Socialdemòcrata (PSD) del primer ministre Luís Montenegro i recolzada per formacions de dreta com CDS-PP, Iniciativa Liberal i especialment l’extrema dreta de Chega, representa un trencament amb la política d’acollida que havia caracteritzat els anteriors governs socialistes.

Restricció de visats i reagrupament

Entre les mesures aprovades destaca la limitació del reagrupament familiar, ara restringit a menors d’edat, amb la condició que el sol·licitant porti almenys dos anys de residència legal a Portugal. A més, s’elimina la possibilitat de regularització simplificada per a ciutadans brasilers, que històricament havien gaudit d’una via preferencial.

Pel que fa a la immigració laboral, s’han eliminat els visats de recerca de feina per a treballadors no qualificats. Només es permetrà l’entrada a perfils amb altes qualificacions professionals, en un intent declarat de «protegir el mercat laboral local i la cohesió social».

Nou organisme policial i major control fronterer

Una altra novetat és la creació de la Unitat Nacional d’Estrangeria i Fronteres (UNEF), que assumirà les competències que abans exercia el Servei d’Estrangers i Fronteres (SEF). Aquest nou cos estarà integrat dins la Policia de Seguretat Pública i s’encarregarà de la vigilància a fronteres, la tramitació de visats, les expulsions i la supervisió de centres d’acollida.

Influència de Chega al govern en minoria

Després de les eleccions legislatives anticipades del maig de 2025 el PSD va formar un govern minoritari. Tot i no integrar formalment Chega en l’executiu, el partit liderat per André Ventura exerceix una forta influència sobre l’agenda parlamentària, especialment en matèria de migració i seguretat.

La reforma va ser aprovada per una majoria relativa amb l’oposició del Partit Socialista (PS), Bloco de Esquerda, el Partit Comunista Portuguès i altres formacions d’esquerra. ONGs, sindicats i organitzacions de drets humans han criticat durament les mesures, que consideren «regressives» i discriminatòries.

Portugal, fins fa poc considerat un model d’acollida a Europa, s’afegeix ara al grup creixent de països europeus que opten per endurir les seves polítiques migratòries. El nou curs portuguès reflecteix el pes creixent dels discursos identitaris i les pressions populistes en la governança europea.
