Italy bans burqa and niqab but only in schools

El govern de Giorgia Meloni ha aprovat un decret que prohibeix participar en les activitats escolars amb el rostre cobert. La norma no cita expressament el burca ni el niqab, però impedeix entrar a classe amb qualsevol peça que no permeti reconèixer la cara i preveu sancions d’entre 200 i 1.000 euros. En el cas de les menors, la multa recaurà sobre els pares. Segons explica Corriere della Sera, seran els directors dels centres els encarregats de comunicar les infraccions al prefecte.

La mesura posa fi a una situació que fins ara havia quedat en una zona grisa. Alguns centres educatius havien optat per tolerar el niqab per evitar que les alumnes abandonessin els estudis. El nou decret introdueix ara una prohibició específica dins de l’escola: les alumnes podran continuar portant hijab o qualsevol altre vel que deixi la cara visible, però no burca ni niqab.

Revisió d’identitat cada matí a l’institut de Monfalcone

La nova norma acabarà amb situacions com la que es vivia des de feia mesos a instituts com el Sandro Pertini de Monfalcone, a la regió de Friül-Venècia Júlia. Cinc alumnes que assistien a classe amb niqab havien de passar cada matí per una sala apartada abans d’entrar a l’aula. Allà, davant d’una professora, s’aixecaven el vel perquè el centre pogués comprovar que eren realment les alumnes matriculades. La directora defensava aquest procediment com una solució per evitar que abandonessin els estudis.

L’adaptació no es limitava a la identificació. El centre també havia modificat algunes activitats d’educació física: es va introduir el bàdminton i algunes alumnes van quedar dispensades de córrer perquè les túniques llargues amb què assistien a classe els ho dificultaven. El mateix Ministeri d’Educació reconeixia aleshores que existia un «buit normatiu» sobre el niqab a les escoles i reclamava que fos el Parlament qui establís unes regles clares.

La prohibició divideix musulmans i partits

La prohibició del burca i el niqab a les escoles ha provocat reaccions tant a favor com en contra, també dins del mateix món musulmà. Entre els qui han celebrat la decisió hi ha Hassen Chalghoumi, president de la Conferència dels Imams Europeus, que ha felicitat Giorgia Meloni i defensa que la mesura protegeix «la dignitat i la seguretat». En declaracions a Il Giornale, Chalghoumi assegura que el niqab respon a una interpretació rigorista de l’islam, recorda que també està prohibit a Egipte o el Marroc i afirma que «disminueix el paper i la dignitat de les dones musulmanes». També relaciona la seva imposició amb corrents salafistes i amb els Germans Musulmans.

En sentit contrari s’ha pronunciat Abdelhafid Kheit, imam de Catània i president de la comunitat islàmica de Sicília. En una entrevista a La Repubblica ha qualificat la prohibició de «norma de campanya electoral» i considera que el govern està legislant sobre un fenomen residual, ja que calcula que a tot Itàlia només hi pot haver una desena d’alumnes que assisteixin a classe amb burca o niqab. Segons Kheit, l’executiu hauria de centrar-se en problemes més importants del sistema educatiu.

Pel que fa als partits, la mesura també ha obert divisió. Fratelli d’Italia i la Lega l’han defensada com una qüestió de seguretat, integració i respecte a unes regles comunes. Des de l’oposició, en canvi, el Partit Demòcrata ha criticat el conjunt del decret escolar i Elly Schlein l’ha qualificat de «vergonyós», mentre que +Europa ha acusat el govern d’alimentar una batalla ideològica sobre la immigració i l’islam.

Meloni vol evitar les escoles gueto

La prohibició del burca i el niqab forma part d’un decret més ampli sobre integració a les escoles. El govern també ha fixat un límit del 30% d’alumnes estrangers per classe quan no tinguin un coneixement suficient de l’italià. Meloni defensa que l’objectiu és evitar les «classes gueto» i ha arribat a afirmar que els nens italians no poden acabar sent minoria a la seva pròpia aula. El ministre Giuseppe Valditara assegura que actualment hi ha unes 34.000 classes amb més d’un 30% d’alumnes estrangers, tot i que admet que encara no saben quantes superen realment el nou límit un cop se n’exclouen els nascuts a Itàlia o els que dominen la llengua.

El decret també obliga els pares dels alumnes amb greus dificultats lingüístiques a assistir a cursos gratuïts d’italià si el desconeixement de la llengua dificulta la integració escolar dels fills. Negar-s’hi pot comportar multes d’entre 200 i 1.000 euros. Meloni presenta el paquet —límit d’alumnes, aprenentatge obligatori de l’italià i prohibició del vel integral— com una política d’integració basada en normes comunes. Però, en el cas del burca i el niqab, el govern ha optat de moment per actuar només dins de les escoles: fora dels centres educatius, la prohibició general que Fratelli d’Italia havia plantejat continua pendent.
