The Austrian government is preparing a constitutional law to ban political Islam and opens the door to act against organisations such as the Muslim Brotherhood. The Chancellor, Christian Stocker, summed it up in two pithy sentences: “”If religion is used politically, we must oppose it with the utmost severity“ and "I do not want our children and grandchildren to grow up in an Islamic State."”, according to reports Broadcasting. The initiative comes after The 2025 Security Report of Austria It warns of the Muslim Brotherhood's strategy of influence over society and institutions.
«In Austria, everyone can believe whatever they want.»
Stocker has wanted to make it clear that the initiative does not intend to limit religious freedom. “In Austria, everyone can believe whatever they want. This freedom of faith is protected by our Constitution.”he has stated. But then he set the limits that, in his view, the State must not allow to be crossed: “Where believers and non-believers are distinguished, where men and women are not equal, where our institutions, authorities and courts are not respected, this freedom ends.”.
The chancellor has thus framed the ban on political Islam as a measure of defence of the democratic order, and not as a restriction of the Islamic faith: “Just as we protect the practice of religion, we must protect our democracy.”This position is consistent with his previous statements on the future constitutional law:“If religion is used politically, we must oppose it with the utmost severity.”, and with the most forceful warning he has ever made publicly: “I don't want our children and grandchildren to grow up in an Islamic State.”.
The Minister for Integration, Claudia Bauer, has backed the chancellor's initiative and has pledged to combat political Islam both in Austria and across the rest of Europe “with all possible means”. According to Bauer, “Radical Islam is the greatest danger of our time.”, because it threatens “our Western democracy, the freedom of girls and women and everyone who wants to live their religion in peace and freedom”.
The Muslim Brothers, singled out by intelligence services
Austrian security services have long placed the Muslim Brotherhood among the main actors of the so-called legalist Islamism. The 2025 security report states that the Brotherhood continued to attempt to gain influence within the Austrian Muslim community and in political institutions, through a long-term and intergenerational strategy intended, according to the document, to “to undermine and transform democratic principles and structures. The same report describes influence activities that take place through education, youth, associations and other social spaces, rather than through direct violence.
The concern is no longer merely theoretical. At the end of August, the State Security and Intelligence Directorate (DSN) stated that it had detected Indicators of Muslim Brotherhood influence on DERAD, an entity integrated into the federal network for extremism prevention and deradicalisation that worked, among other areas, with convicted individuals and people who had been released from prison. Following these conclusions, the DSN requested that DERAD be expelled from the network and the Austrian Ministry of Justice ended its collaboration with the entity.
The Austrian government's move represents a A qualitative leap in the response to IslamismIt is no longer just about pursuing terrorism or violence, but also about taking action against networks that operate within the law but which, according to the security services, seek to gain long-term social and institutional influence. With the Muslim Brotherhood at the centre of the debate, Austria is now proposing to turn this concern into a legal instrument capable of limiting the activity of ’political Islam“ before that influence becomes entrenched within democratic structures.
