First the call to Islam, then the jihad

In classical Islamic doctrine, the invitation to embrace Islam (the call to Islam) forms part of a broader religious and legal sequence. Legal tradition holds that Before entering into conflict with non-Muslims, they must first be invited to accept Islam.. This invitation is presented as the first step before other political or military options.

This principle is set out in classic jurisprudence manuals such as Umdat al-Salik (Reliance of the Traveller), a compendium of Islamic law used in the Sunni Shafiʿī school and certified by Al-Azhar University. The text indicates that, Before waging war against non-Muslims, they must first be offered the opportunity to accept Islam or to submit to a system of tribute. This sequence—invitation, submission or war—forms part of the traditional doctrinal framework by which some jurists have interpreted relations between Muslim and non-Muslim territories throughout history.
