A més, Fadeev va remarcar que la fatwa limita el dret a la lliure elecció de feina (article 37) i pot derivar en discriminació religiosa (article 19), ja que condiciona l’activitat laboral dels musulmans respecte d’altres treballadors. També podria contravenir l’article 29, que prohibeix incitar a l’odi o a la divisió per motius religiosos. Per tot plegat, Fadeev considera que aquesta ingerència de les autoritats religioses sobrepassa les seves competències i constitueix una amenaça per a la neutralitat de l’estat.
