German police have identified the author of Islamic leaflets threatening eternal punishment that appeared in letterboxes in Duisburg over the summer. The pamphlets proclaim that “Allah is the enemy of the infidels” and address non-Muslims directly: “I am only giving you a clear warning”. The message continues with an explicit threat: “Anyone who denies Islam until death and has not accepted it will be punished eternally by Allah in the fire of hell”.

As police confirmed to the German news outlet Apollo News on 22 October, the content does not constitute a criminal offence. The author has only been prosecuted because the papers did not carry a printer's imprint.

“Allah is the enemy of the infidels”

The author begins with a passage from surah 2:98 of the Quran, which declares Allah the enemy of the infidels. The pamphlet then quotes surah 23:116, which presents Allah as the true king and the only God. The message proclaims that “there is no god but Him, the Lord of the noble Throne”. The warning leaves no doubt about the consequences it announces. The recipients must accept Islam before they die. Otherwise, according to the author, they will be condemned to eternal punishment.

The pamphlets present a religious demand accompanied by a threat of suffering. They do not threaten a physical assault by the author, but use the terror of divine punishment to pressure non-Muslims. The messages were put directly into the letterboxes of people who had not requested any religious information.

Police see no criminal offence in the content

Despite the tone of the texts, Duisburg police do not consider them to constitute a criminal offence. Investigators examined the pamphlets after the initial complaints and informed the state security services. The investigation has identified the person responsible, but has not led to any criminal charges over the content. The legal distinction is that a warning about supernatural punishment does not necessarily amount to a threat of violence against a person. The German authorities have found no criminal offence in the texts distributed in Duisburg.

The decision, however, does not remove the intimidating nature of the pamphlets. Recipients find anonymous messages in their own homes that identify them as infidels and warn them of eternal punishment for their beliefs. The author presents himself as someone delivering a religious warning and uses the Quran to justify the message.

Police see no criminal offence in the content

The police investigation has ended with a report over a formal requirement. The author of the pamphlets had failed to include the mandatory identification details. Police have reported the breach to the relevant administrative authority in Duisburg, but there is no record of any penalty having been imposed yet.

The Duisburg leaflets are part of a series of incidents documented in Germany in recent months. Religious warnings have appeared in letterboxes in several cities, with identical wording in some of the texts. These matches show that the same messages have been distributed in different German cities, but the investigations known to date have not established that all the distributions are part of a single organised campaign.
