El Quebec prohibeix el hijab en la publicitat institucional i les sales d’oració a organismes públics

El govern reacciona així a la inclusió d’una nena amb hijab a la promoció d’una biblioteca pública de Montreal. També acaba amb sales d’oració a les instal·lacions públiques.

En els darrers anys, diversos ajuntaments del Quebec han anat incorporant imatges de dones i nenes amb hijab en rètols institucionals, campanyes municipals i materials de comunicació pública. Aquest ús creixent de símbols religiosos en espais formals ha generat debat polític i social però mai com en el cas de la biblioteca Mercier de Montreal. Aquest cas ha acabat amb la paciència del govern que ha decidit prohibir els símbols religiosos a la publicitat institucional.

La polèmica va esclatar quan a mitjans d’octubre la biblioteca Mercier va difondre a Facebook el cartell d’una activitat infantil amb una fotografia d’arxiu on apareixia una nena amb hijab. CTVNews va explicar que líder del Partit Quebequès, Paul St-Pierre Plamondon, va acusar el barri de promoure un “entrisme religiós” i de normalitzar símbols religiosos en l’esfera pública. En una publicació a X, va preguntar: “És normal que una biblioteca de la meva circumscripció senti la necessitat d’anunciar un cartell religiós amb la foto d’una nena de tres a sis anys amb vel? De debò creieu que aquesta nena pren una decisió lliure i informada, amb ple coneixement de causa, de ser sotmesa a un símbol religiós?”.

Les declaracions van encendre un debat immediat i van pressionar el govern de François Legault, que ja buscava fórmules per endurir el model de laïcitat i que ha utilitzat aquest episodi com a detonant per actuar.

Líder musulmà i funcionari diuen que «reflecteix la comunitat»

El Fòrum Musulmà Canadenc va rebutjar les acusacions del líder del PQ i va qualificar els seus comentaris de divisius i generadors de por. El president de l’entitat, Samer Majzoub, va alertar que “aquest tipus de declaracions creen por” i alimenten tensions innecessàries, tot desviant l’atenció dels problemes reals que afronta el Quebec. Majzoub va insistir que la imatge utilitzada per la biblioteca pretenia simplement reflectir la comunitat a la qual dona servei, i va lamentar l’impacte que aquesta polèmica pot tenir sobre la menor representada: “Imagineu-vos aquesta nena quan un líder parla d’ella; es pot sentir discriminada, aïllada, alienada”.

En la mateixa línia, el portaveu del barri de Mercier–Hochelaga-Maisonneuve, Vincent Fortin, va defensar que la fotografia és un recurs habitual extret d’un banc d’imatges i que les comunicacions del districte “representen una varietat de persones sense promoure cap pràctica religiosa”. Fortin va insistir que la publicació no era una campanya especial, sinó un simple anunci d’activitats, i que reflectir la diversitat forma part de la missió de servei públic. Tot i això, la publicació va generar una vintena de comentaris a Facebook, majoritàriament crítics, mentre alguns veïns van expressar suport a la biblioteca i al seu criteri de representació inclusiva.

Prohibició de les sales d’oració en institucions públiques

L’episodi de la biblioteca Mercier ha tornat a encendre l’espurna d’un debat que mai no ha quedat del tot apagat al Quebec: fins on ha d’arribar la laïcitat i com s’ha de gestionar la presència de símbols religiosos en espais públics. La polèmica ha servit d’accelerador per al govern de François Legault ara presenti una segona prohibició:

El govern vol eliminar qualsevol espai destinat a la pregària en col·legis, universitats i qualsevol organisme públic. En els darrers anys, les sales d’oració han proliferat en diversos centres educatius i institucions públiques del Quebec, especialment en col·legis i universitats. Els estudiants han reclamat espais per pregar durant la jornada acadèmica i sovint se’ls ha concedit.

La tensió es va intensificar fa poques setmanes, quan la delegada federal de lluita contra la islamofòbia va proposar que totes les oficines federals del Canadà habilitessin sales d’oració per garantir la inclusió de treballadors musulmans. La iniciativa va generar una forta polèmica i va topar frontalment amb el govern del Quebec, que s’hi va oposar obertament.

Un enfrontament constant amb l’islam…i el Canadà

Les noves mesures confirmen un patró que fa anys que marca la política quebequesa: la voluntat del govern de François Legault d’aturar el que descriu com a “entrisme religiós”, especialment vinculat al creixement visible de pràctiques i símbols islàmics en espais públics. Des de la Llei 21 fins a les noves restriccions, l’executiu ha mantingut un discurs ferm sobre la necessitat de defensar un model de laïcitat que considera amenaçat.

Aquesta estratègia, però, té conseqüències directes en la relació amb el govern federal. Ottawa defensa sistemàticament un enfocament multicultural i inclusiu i topa continuament amb el nacionalisme laic quebequès. Episodis recents, com la proposta federal d’instal·lar sales d’oració en tots els edificis públics o les crítiques a la Llei 21, han ampliat un mal ambient polític que no deixa de créixer. El resultat és la fricció permanent a causa de l’islam: mentre Quebec treballa per reforçar un model de laïcitat “a la francesa”, el Canadà defensa un ideal multicultural que xoca frontalment amb aquesta visió.
