A report on rape gangs in the United Kingdom links Islam with violence and the state's inaction.
The report, funded by private donors and commissioned by MP Rupert Lowe, includes eight Islamic precepts explaining the jihad of rape. Muslim men raped and tortured around 250,000 non-Muslim girls in the United Kingdom over five decades.

According to The report of the MP Rupert Lowe, At least 250,000 white girls are believed to have been raped over decades by gangs made up mainly of Pakistani Muslim men.. The text situates the origin of the phenomenon in the 1950s and does not limit itself to denouncing specific crimes: it constructs a religious explanation that blames Islam for the rapes and of the complicity of all the administrations involved.
The thesis of the report is that the police, the healthcare system, social services or the media They did nothing to prevent themselves from being labelled Islamophobes.. But also because in many cases the members of the institutions are from the same Muslim community. This is how it was possible for thousands of white working-class girls to be raped, tortured, murdered, impregnated, sold or forcibly converted to Islam without anyone caring. According to the Lowe report, The rapes are not explained solely by common criminality, but by a combination of clan, honour, misogyny, contempt for non-Muslims and elements of classical Islamic law.. The attackers are said to have offered religious explanations to justify that white non-Muslim girls were inferior, impure or sexually available.
The case made headlines in 2025. because Elon Musk posted messages on X accusing Keir Starmer of ignoring Muslim rape gangs. The issue reached Parliament and the governing party secured 364 votes to 111 not to investigate anything. But social and political pressure continued to grow. To try to control the situation, the government commissioned a rapid audit into group child sexual exploitation and the institutional failures that had allowed these abuses. The report was so damning that it forced the government to launch a much more thorough investigation. While this is carried out, MP Rupert Lowe has produced a report (funded by donations) to give a voice to victims but also to police officers, healthcare workers and other staff who participated in silence for fear of losing their jobs.
The Islamic precepts of the jihad of rape
The Lowe report speaks of Eight elements of Islamic theology which can contribute to channels that normalise abuse against non-Muslim girls. The novelty is that, for the first time, someone dares to explain why 95.1% of the rapists were Pakistani Muslims. The explanations given by the report are:
1. Muslim supremacism
The idea is that Muslims form the superior community and that non-Muslims are inferior, impure or morally degraded. A white non-Muslim girl is seen as an infidel, as sexually free, uncovered, without male guardianship and morally degraded. That is why, Some may start to see her as “available meat”, “a slut”, “dirty” or “without honour”. With dehumanisation, The victim ceases to be an helpless little girl and becomes a lower category.that can be exploited without being perceived as a crime equivalent to that which would be committed against “their” women.
The key verses of the Qur'an are 3:110 and 8:55. The first says, “You are the best community ever to have emerged for humankind: you enjoin what is good, forbid what is evil and believe in God.” The second is even worse because it says that “the worst creatures in the sight of God are those who persist in disbelief”. In a radical reading it fuels the idea that The non-believer occupies a morally inferior position..
2. Religious loyalty above the victims
It is the principle of “loyalty and enmity”: loyalty to Muslims and distance or hostility towards non-Muslims. According to the report, this would foster an ’us versus them“ mentality and also a culture of silence within the community, so as not to “betray” one's own people.
The consequence is devastating: denouncing, cooperating with the police or pointing out the culprits can be seen as a betrayal of «the community». This sectarian loyalty has fuelled the silence, intimidation and impunity that allowed the victims to be abandoned for years. This phenomenon is reinforced because some of the police, health service or social services staff are also Pakistani and Muslim.
3. Superiority of man over woman
The report says that Sharia establishes a male hierarchy over women, including male guardianship and protection. When this mentality descends into the sexual realm, Male desire appears as a legitimate force, while the woman's will is relegated to the background or disappears altogether.
Rape does not arise solely from individual brutality, but from a mental structure in which the female body is not fully autonomous. The victim may scream, resist or refuse, but The aggressor has already learnt not to recognise her as an equal.. Since every woman in the Muslim community enjoys the protection of her men, only Western women were left, as they do not live under guardianship.
4. The confinement and veil of women
According to the report, seclusion and the veil function not only as rules of modesty, but as a way of morally classifying women. The girl who goes out alone, dresses freely and talks to men can be seen as a shameless, dishonourable woman and, therefore, guilty of the sexual gaze she receives.
This logic is devastating because it shifts the responsibility from the aggressor onto the victim. The question ceases to be “why did these men rape a minor?” and becomes “why was that girl dressed like that, talking like that, going out like that?”. According to Lowe, this mental framework would have allowed some perpetrators to turn the freedom of non-Muslim girls into evidence against them: They didn't see them as victims, but as girls who had already been morally condemned simply for not living in seclusion..
5. Absence of a minimum age of consent
Forced marriage and the absence of a clear minimum age in classical Islamic law can undermine a basic notion: that a minor is untouchable. If a girl can be betrothed, married off or handed over by a guardian's decision, her sexual agency is relegated to a secondary concern.
This mentality could lead to the attackers did not see a minor as a child who needs to be protected, rather than as a sexually available girl. The idea is that if she's old enough to be married off, she's also old enough to have sex. All of this blurs the line between girl and woman and also obscures the moral gravity of abusing her.
6. The victim is a temptation
Women are seen as temptation or sexual disorder. According to the report, this can shift the blame for the assault onto the victim: If a girl is found out, looks at a man or goes out without male supervision, some attackers may consider her to be at fault for what happens to her. She tempts, she provokes, she destabilises. Thus, sexual violence was morally inverted: the man who abuses is presented as someone tempted, while the underage victim is seen as the source of sin.
7. Jihad and sexual slavery
The report revives the historical institution of slavery in Sharia law, particularly the possibility of sexual relations with non-Muslim captives. Lowe does not say that the perpetrators are Islamic jurists, but that some might mentally reinterpret non-Muslim victims as “property” or sexual booty.
This religious memory can fuel a fantasy of domination: The non-Muslim girl as a conquered, humiliated and available body. In this context, rape ceases to be merely sexual abuse and also becomes an act of religious submission.
8. The non-Muslim as an inferior citizen
The non-Muslim may be tolerated, but not recognised as an equal. In this view, the infidel is not entirely excluded from the system, but remains beneath it: protected only if he accepts a subordinate position. This hierarchy could fuel a brutal perception of non-Muslim victims: not as children with equal dignity, but as members of a subjugated, despised and morally inferior group.
When a victim is already imagined as someone of inferior status, It is easier to ignore their pain, deny them credibility and make their destruction something bearable. And this is the most serious point, because it wasn't just the rapists who did this: it was the entire British legal and protection system.
«You do not obey Allah, you deserve punishment.»
The Lowe report does not draw its conclusions solely from a theoretical reading of Islam but links the victims' humiliations to Islam. It is extracted from the testimonies of victims who describe religious insults., racial humiliations and explicit justifications by the attackers. According to the testimony of one of them, the rapists He was told that Muslim girls were “good and pure”, whereas non-Muslim white girls were dirty., degraded and deserved to be punished because they “did not obey Allah”. And this is because, according to Lowe, The victim is not seen as an innocent minor, but as an impure adulteress who must be degraded..
The report also records humiliations intended to stage this inferiority. The same girl She claims she was forced to kiss an attacker's feet and that other victims were forced to clean them with their tongues during group rapes.. The image is important because it shows exactly what Lowe wants to demonstrate: it was not just sexual abuse, it was submission. The victim had to represent his defeat as an infidel in a brutal display of religious, male and communal superiority.
Another victim explains that she was kidnapped at the age of 15, drugged, beaten, raped and entered into an alleged Islamic marriage by means of a certificate from a mosque. She was then repudiated using a Sharia formula and handed over to another man she did not know. She also says she suffered forced abortions, was required to wear the hijab, cook for the group of rapists, walk behind her attacker, learn the Qur'an in Arabic and speak Urdu or Punjabi.
The aggressors not only raped and insulted her, but also imposed a kind of religious and sexual moral code to control and guilt-trip her: they ordered her to lower her gaze because if she looked at them they interpreted it as a sign of wanting sex. And when she lowered her gaze, they interpreted it as her accepting her role as a sex slave and raped her anyway.. The same applied to screaming or staying silent. According to the testimony, if she didn't scream during a rape, the attackers could present it as consent. But if she screamed or resisted, they punished her just the same. It's a total trap: whatever you do, you're always guilty.
There is also the episode of the handkerchief which explains another victim: He tried to cover or protect himself with a handkerchief, but they ordered him to take it off.. On the one hand, the aggressors reproached her for the white girls going uncovered and being “impure”, but on the other hand, when she tried to cover herself up, they wouldn't allow it either. The criterion changed according to what served to humiliate her.. Lowe's thesis is that the abuse was not only sexual but also moral and religious. Sexual violence was not separate from religion., rather than being mixed with an idea of the superiority of the Muslim man as master of the white girl as an impure infidel, and rape as punishment, possession and humiliation. The central idea is that They turned the victim into the culprit before, during and after raping her.
The Lowe report is devastating against Islam.
What is new about Lowe is that he points to the taboo that the British system did not want to touch: in many testimonies, Violence does not appear only as sexual crime, but as a form of religious, racial and male domination. The victims were not only humiliated as women, but as infidels of Islam: unclean, inferior, dishonourable, sexually available and deserving of punishment because they “did not obey Allah”. The rapes were cloaked in language of purity, submission and contempt for non-Muslims.
That is why the report is so uncomfortable. If Lowe is right, the great British scandal is not just that thousands of girls were destroyed by gangs of rapists. It is that the State saw enough evidence to act but looked the other way so as not to be Islamophobic and because some of the staff who were supposed to investigate are part of the Pakistani Muslim community. The result is that for fear of appearing racist or of betraying their religious group Working-class white girls were left in the hands of men who treated them as worthless infidels.. The result was an institutional betrayal: the victims paid the price for multicultural silence.
