The Amposta Town Council (ERC) is publishing job offers “only for irregulars.”
Amposta needs to fill ten vacancies, and one of the conditions is to be undocumented. Understanding Catalan is «valuable», but it does not award any points in the selection process.

The Amposta Town Council has recently published three job vacancies under the «ACOL Line – Servei d'Ocupació de Catalunya (SOC) – TRFO» programme, aimed at cleaning staff, information assistants and labourers for construction and maintenance. In all three, one of the requirements is «to be in an irregular administrative situation in Spain'«and not be a national of any Member State of the European Union, the European Economic Area or Switzerland. This condition excludes from the call any resident of Amposta who is in a regular situation, including citizens of the European Union. The municipal process is thus exclusively reserved for people who do not legally reside in Spain.
Catalonian doesn't score points; it's only worthwhile to understand it.
Another noteworthy element is the treatment of Catalan in the selection process. The rules They consider it valuable to understand Catalan and Spanish., but they do not assign specific points or any particular weight to this competency. This is especially relevant because One of the positions on offer is that of information assistant, a role that involves contact with the public.. However, language proficiency is not regarded as a decisive criterion when ranking applications.
No defined professional competence
Another noteworthy aspect of the three calls is that they do not specify any compulsory professional qualification for the positions. Neither for cleaning tasks, nor for working as an information assistant, nor for serving as a labourer in construction and maintenance is any prior experience, specialised training or specific skills required.
The bases only mention in general terms that “”relevant experience or training" is a desirable criterion, but with no points assigned or minimum requirement. This means that access to the position depends far more on administrative status and vulnerability criteria than on the skills needed to carry out the duties the Town Council sets out in its own job advertisements.
Available from Monday to Sunday
The three calls — for cleaning staff, information assistants and labourers and maintenance workers — set as a requirement the “Availability from Monday to Sunday, according to the needs of the service.”. Despite this wide range of days, The rules do not specify what the actual timetable will be..
They also agree not to detail the salary. The three offers merely state that the remuneration will be “according to the entity's remuneration module”, without any indicative amount. What is clear, however, is that all contracts will have a duration of one year and a full-time working week of 35 hours, regardless of the position offered.
Being registered in Amposta is an asset.
The bases indicate that Having been registered at an address in Amposta for five years is a “valuable” aspect.”, but without any associated score. This implies that this criterion has no objective weight in the assessment and, in practice, is at the discretion of the administration. In contrast, it is set as a A “mandatory” requirement is to have resided continuously in Spain for at least two years.. This situation must be evidenced by proof of registration with a Spanish municipality.
Overall, these elements indicate that the calls are aimed at people who have been living in the country for some time but have been unable to regularise their administrative status; and it is precisely this irregularity that conditions access to the places.
