Amposta necessita cobrir 10 vacants i una de les condicions és ser un «sense papers». Entendre català és “valorable”, però no atorga cap punt en el procés de selecció.

L’Ajuntament d’Amposta ha publicat recentment tres ofertes de feina dins del Programa «Línia ACOL – Servei d’Ocupació de Catalunya (SOC) – TRFO», dirigides a: personal de neteja, auxiliar d’informació i peons d’obra i manteniment. En totes tres, un dels requisits és «estar en situació administrativa irregular a Espanya«, i no ser nacional de cap Estat de la Unió Europea, de l’Espai Econòmic Europeu o de Suïssa. Aquesta condició exclou de la convocatòria qualsevol veí d’Amposta que es trobi en situació regular, inclosos ciutadans comunitaris. El procés municipal queda així destinat exclusivament a persones que no resideixen legalment a Espanya.

El català no puntua, només és valorable entendre’l

Un altre element destacable és el tractament del català en el procés selectiu. Les bases consideren “valorable” entendre català i castellà, però no assignen punts concrets ni cap pes específic a aquesta competència. Això és especialment rellevant perquè un dels llocs ofertats és el d’auxiliar d’informació, una funció que implica contacte amb el públic. Tot i això, el coneixement de la llengua no es configura com un criteri determinant a l’hora d’ordenar les candidatures.

Cap competència professional definida

Un altre aspecte remarcable de les tres convocatòries és que no especifiquen cap competència professional obligatòria per ocupar els llocs. Ni per fer tasques de neteja, ni per treballar com a auxiliar d’informació, ni per exercir com a peó d’obra i manteniment s’exigeix experiència prèvia, formació especialitzada o habilitats específiques.

Les bases només mencionen de manera genèrica que “l’experiència o formació relacionada” és un criteri valorable, però sense cap puntuació assignada ni requisit mínim. Això fa que l’accés al lloc depengui molt més de la situació administrativa i dels criteris de vulnerabilitat que no pas de les aptituds necessàries per exercir les funcions que l’Ajuntament descriu a les pròpies ofertes.

Disponibles de dilluns a diumenge

Les tres convocatòries —personal de neteja, auxiliars d’informació i peons d’obra i manteniment— estableixen com a requisit la “disponibilitat horària de dilluns a diumenge, segons les necessitats del servei”. Malgrat aquesta amplitud de dies, les bases no especifiquen quin serà l’horari real.

També coincideixen en no detallar el sou. Les tres ofertes es limiten a assenyalar que la retribució serà “segons el mòdul retributiu de l’entitat”, sense cap quantitat orientativa. El que sí que queda clar és que tots els contractes tindran una durada d’un any i una jornada completa de 35 hores setmanals, independentment del lloc ofert.

Estar empadronat a Amposta és valorable

Les bases indiquen que tenir cinc anys d’empadronament a Amposta és un aspecte “valorable”, però sense cap puntuació associada. Això implica que aquest criteri no té un pes objectiu en la valoració i queda, en la pràctica, a discreció de l’administració. En canvi, sí que es fixa com a requisit “imprescindible” haver residit de manera continuada a Espanya durant almenys dos anys. Aquesta situació s’haurà d’acreditar amb l’empadronament a un municipi espanyol.

En conjunt, aquests elements assenyalen que les convocatòries s’adrecen a persones que fa temps que viuen al país, però que no han pogut regularitzar la seva situació administrativa; i és precisament aquesta irregularitat la que condiciona l’accés a les places.
