La Generalitat dona 23.000 € per fomentar el català a un banc islàmic com a entitat sense ànim de lucre

El Departament de Política Lingüística beneficia l’entramat financer halal que inclou una SL immobiliària que acumula pisos i presenta el sistema financer occidental com a pecaminós.

Subvencions del Departament de Política Lingüística 2025

A finals de 2025, el Departament de Política Lingüística va destinar 23.355 euros del pressupost del català a entitats de finances islàmiques. Els ajuts van repartir 17.669 € a CoopHalal i 5686 € a CEIEFI (Centre d’Estudis i Investigació de Finances Islàmiques). Ambdues estructures formen part de l’entramat finançer de l’exdiputada del Marroc i activista islamista Najia Lotfi, coneguda a les xarxes per defensar l’ús del burka com a fet cultural.

La cooperativa de crèdit CoopHalal finança vivendes i llicències de taxis amb «crèdits halal». Per la seva banda, el centre d’estudis fa difussió de les bondats del sistema financer basat en l’Alcorà. Tots dos projectes han rebut diners públics dins d’una convocatòria per a «projectes d’entitats privades sense ànim de lucre per al foment de l’ús de la llengua catalana». Segons consta a les bases, està pensada per finançar activitats culturals que incrementin l’ús real del català.

Malgrat tot, no consta cap activitat pública ni programes específics en català per part de cap de les dues entitats, mentre que la seva activitat principal és de caràcter financer, confessional i en castellà o àrab. En canvi, la mateixa resolució inclou desenes d’exemples d’entitats que sí compleixen aquest criteri de manera directa i verificable: programes de parelles lingüístiques, tallers de conversa, concursos literaris o activitats educatives on el català és la llengua vehicular i l’objectiu central.

Hipoteques i religió presentades com a activitat cultural

Lluny de desenvolupar tallers lingüístics o activitats culturals en català, l’activitat principal de CoopHalal gira entorn del finançament d’habitatges i la captació d’estalvis sota criteris religiosos. En els seus propis webinars, l’entitat explica que “treballa com un banc” i ofereix alternatives a la hipoteca convencional, que qualifica de prohibida per l’islam i pecaminosa. L’argument moral i religiós dissuadeix els fidels d’utilitzar el sistema financer català i promou que canalitzin els estalvis i les inversions cap al ciruit religiós que ofereix CoopHalal avalat per clergues musulmans.

El mateix relat religiós també es promou des del centre d’estudis vinculat al projecte, que actua com a espai de formació i difusió doctrinal. Més que activitats culturals o lingüístiques, el contingut se centra en la divulgació de principis religiosos aplicats a l’economia i a la vida quotidiana del musulmà a Occident. La prevenció del “pecat” financer i l’adhesió a les finances halal de la pròpia entitat es presenten com a solució moral i ara també com a fet cultural català digne de merèixer diners públics.

Sense ànim de lucre però amb una SL inmobiliària

Tot i presentar-se com una cooperativa sense ànim de lucre, les hipteques es formalitzen mitjançant Manzil Halal Spain SL, una societat limitada unipersonal de Najia Lotfi. És aquesta empresa la que compra els habitatges i els lloga als clients de la hipoteca halal.

El mecanisme s’assembla al d’una hipoteca encoberta: el client aporta una part del preu del pis, la societat adquireix l’immoble i posteriorment li’n cedeix l’ús a canvi d’un lloguer a preu de mercat que presenta com a quotes mensuals però que només consten al seu registe. Amb el temps, l’usuari acaba pagant el cost total de l’habitatge, les dues transaccions, les despeses i el marge corresponent pel servei (o lucre).

A la pràctica, la SL actua com a propietària i arrendadora, acumulant immobles i funcionant com un gran tenidor, una activitat clarament mercantil i difícil d’encaixar amb el concepte d’entitat cultural o sense lucre exigit per la convocatòria pública. Aquí el lucre no adopta la forma d’interessos, sinó de marges, quotes i rendes associades a la propietat dels immobles. El resultat econòmic és equivalent al d’una hipoteca convencional, amb la diferència que la titularitat és de l’empresa i l’usuari assumeix durant anys el pagament de les quotes i de les despeses vinculades a l’habitatge sense gaudir de cap document de propietat fins al final del procés.

La complicitat de l’esquerra catalana amb les finances religioses

El suport públic al projecte no es limita a aquestes subvencions lingüístiques. Des de l’època d’Ada Colau, el progecte religiós de Najia Lofti ha estat progressivament integrat dins l’ecosistema de l’economia social i solidària de l’Ajuntament de Barcelona. En aquest entorn, es presenten les finances islàmiques com una alternativa “ètica” i “cooperativa” al sistema bancari convencional. Aquesta integració institucional contrasta amb la naturalesa real del projecte: operacions financeres validades per un comitè religiós, captació d’estalvis, finançament immobiliari i una societat limitada que acumula més de 40 habitatges.

El resultat és que mentre la convocatòria exigeix entitats sense ànim de lucre i activitats de foment del català, els fons acaben reforçant una estructura financera i religiosa. En el cas del Centre d’Estudis i Formació Islàmica (CEIFI), la subvenció de més de 5000 € se li concedeix per difondre el seu model de finances islàmiques, més que no pas com a objecte de promoció cultural. Pel que fa a CoopHalal, no consta quina és l’acció cultural que faran amb els 17.669 € que han rebut dels impostos dels catalans.
