El Canadà comprova que reduir la immigració millora els problemes d’habitatge i feina

Entre 2022 i 2024, la població del Canadà va créixer un 3,2 %, la xifra més alta en dècades. Aquesta expansió, impulsada per l’arribada massiva de residents temporals i permanents, va agreujar la crisi d’habitatge i va fer pujar l’atur. Davant la situació, el govern federal va anunciar un pla de contenció migratòria que limitava el nombre de permisos de treball i visats d’estudi, i ajustava els objectius d’immigració permanent per als propers anys.

Segons l’anàlisi de TD Economics citat per Quebec Nouvelles, aquesta decisió ha tingut un efecte immediat. El creixement de la població es va reduir fins al 0,9 % el 2024, i amb això es va començar a moderar la demanda d’habitatge i la tensió al mercat laboral. Els economistes de l’entitat destaquen que el canvi de tendència ha ajudat a estabilitzar els preus del lloguer i a contenir l’atur, especialment en les grans ciutats on la immigració havia estat més intensa, com Toronto i Vancouver.

Més habitatge disponible i un mercat laboral més estable

Segons les estimacions del banc, la demanda d’habitatge ha baixat un 20 % respecte del màxim registrat el 2023, i el nombre de nous contractes de lloguer s’ha reduït un 11 % a escala nacional. Aquesta contenció ha permès que els preus del lloguer augmentin només entre un 3 % i un 3,5 % anual, en lloc del 5,5 % previst si la immigració hagués continuat creixent al mateix ritme. Les ciutats amb més concentració d’immigració recent, com Toronto i Vancouver, han experimentat la millora més notable: un descens mitjà dels lloguers del 7 % en comparació amb el pic de la crisi.

Alhora, el mercat laboral s’ha estabilitzat. L’arribada massiva d’immigrants i estudiants estrangers havia ampliat la força de treball en més d’un 4 % anual, una velocitat quatre vegades superior al ritme habitual. Després de la correcció, el creixement de la població activa s’ha reduït a prop de l’1 %, i això ha evitat un repunt més fort de l’atur. Els economistes de TD calculen que, sense aquesta reducció, la taxa d’atur hauria superat el 8 %, mentre que actualment se situa al voltant del 7 %. A més, els salaris en sectors amb escassetat de personal —com la construcció i els serveis— han començat a pujar, senyal que el mercat de treball torna a un equilibri més sa després de dos anys de tensions.

Nova etapa pel debat sobre immigració al Canadà

L’experiència canadenca mostra que reduir temporalment la immigració pot servir per estabilitzar mercats essencials com l’habitatge i la feina quan el ritme d’arribades supera la capacitat del país per absorbir-les. L’informe de TD Economics subratlla que el fre aplicat des del 2024 ha permès “donar un respir” a la població resident i recuperar cert equilibri social després d’anys de creixement accelerat. Tot i això, els autors recorden que el Canadà continua necessitant la immigració per mantenir el seu dinamisme econòmic i compensar l’envelliment de la població. El repte, diuen, no és tancar les portes, sinó ajustar el ritme d’entrada a la realitat del país.

Després d’anys d’expansió, el debat canadenc sobre immigració entra en una fase més madura. El govern busca ara un equilibri entre creixement i sostenibilitat, convençut que la prosperitat no depèn només del nombre de persones que arriben, sinó de la capacitat d’oferir-los habitatge, feina i integració real. El cas del Canadà planteja una reflexió que transcendeix les seves fronteres: com gestionar la immigració perquè sigui un motor d’estabilitat i no un factor de tensió.
