According to third-sector organisations in Lleida, the city is putting up obstacles to registering anyone. On the evening news podcast of Lleida Ràdio, representatives of La Fundació Arrels and the Red Cross. They explain that problems arise from «fictitious registration.». This registration is carried out when a person cannot prove, with purchase or rental documents, that they have the right to live in a city dwelling, as required by law.

In this case, the council must carry out checks to verify whether the person actually lives at the address they claim. It is at this point that they say the council takes the opportunity to refuse registration. The situation mainly affects immigrants who find that their application is never resolved.

The Town Council denies registering people without meeting the requirements.

In response to the ACN's requests, The City Council has stated that it registers residents of the city, «including those who do not have a legal title».», provided that actual residence at the address can be satisfactorily proven, as stipulated by the current regulations.

It also notes that the city faces additional pressure because the surrounding municipalities do require the legal documentation entitling one to live in a dwelling. This situation leads many residents of nearby villages without the necessary permit to choose to register their address in Lleida.

«Register, rights to live»

The thirty or so organisations denouncing the situation have announced protest actions. They will begin with a demonstration on 25 April in front of the Town Hall under the slogan «Padró, rights to live.».

Remember that the population register is the gateway to the most fundamental rights, such as healthcare, education, access to social services, political participation and administrative regularisation. They also emphasise that it is a key tool for properly sizing public services and resources according to the actual population of the neighbourhoods. «Without a residence register, many people are left outside the system and cannot exercise full citizenship,» Nana has warned.
