La Generalitat va concedir el 2025 una subvenció de 5.686 euros al Centre d’Estudis i Investigació en Economia i Finances Islàmiques (CEIEFI) vinculat a Najia Lotfi de la banca islàmica CoopHalal. L’ajut formava part de la convocatòria de Política Lingüística destinada a fomentar l’ús del català, i es va justificar amb un projecte de “catalanització estratègica” de l’entitat i amb la presència del català a un suposat congrés internacional de finances islàmiques.

Però el rastre públic de l’activitat mostra una realitat molt diferent. Les finances islàmiques no apareixen com un congrés autònom, sinó com una sessió dins el II Congrés de Miracles Científics a l’Alcorà i la Sunna, un esdeveniment centrat en la relació entre el Corà, la ciència i la llei islàmica. A més, la sessió d’economia islàmica s’anunciava explícitament en àrab i espanyol, tot i que la subvenció havia estat concedida per promoure l’ús del català.

La curiositat és que el logotip de la Generalitat només apareix en la publicitat en català incorporada a la documentació de justificació de la subvenció. En canvi, en els materials de difusió localitzats en castellà, el suport institucional de Política Lingüística no és visible. Això reforça la impressió que el català va funcionar sobretot com a capa justificativa davant l’Administració, més que no pas com a llengua real de projecció pública de l’activitat.

Un congrés de finances que no apareix com a congrés

Sobre el paper, el projecte tenia una ambició considerable. El CEIEFI afirmava que el 6è Congrés Internacional de Finances Islàmiques 2025 seria una de les principals plataformes d’aplicació de la subvenció i que el català hi tindria una presència destacada “en tots els àmbits de l’activitat”: presentacions, documentació, senyalització, comunicacions digitals, materials d’acollida i interaccions entre participants. També es comprometia a publicar i distribuir el programa en català, elaborar dossiers, acreditacions i materials visuals en català i utilitzar-lo com a llengua d’atenció i dinamització. I tot en un congrés qualificat d’«internacional» on se suposa que hi anirà gent de tot el món.

El projecte preveia crear materials formatius nous en català, un glossari bilingüe català-castellà d’uns 150 termes sobre finances islàmiques, vídeos pedagògics sobre banca ètica islàmica i contractes halal, i entre 6 i 10 vídeos per a Instagram, YouTube o altres canals. També anunciava una campanya activa a les xarxes socials del CEIEFI amb publicacions 100 % en català durant tot el període d’execució del projecte, amb un mínim de dues setmanes intensives abans i després del congrés.

Però el rastre públic localitzat no mostra aquest desplegament. El que apareix no és un congrés autònom de finances islàmiques, sinó el II Congrés de Miracles Científics a l’Alcorà i la Sunna, on l’economia islàmica figura com una sessió més dins d’un programa religiós molt més ampli. I aquesta sessió, lluny de presentar-se com una activitat de promoció del català, s’anunciava com una activitat “en àrab i espanyol”. I, efectivament, el vídeo publicat de la sessió va ser en espanyol i àrab.

Català per justificar, àrab i castellà per difondre

Les bases de la convocatòria no estaven pensades per finançar congressos religiosos ni activitats confessionals. L’objecte de la línia era promoure actuacions específiques per fomentar l’ús de la llengua catalana a Catalunya. De fet, el tràmit oficial precisa que les activitats subvencionades s’han de realitzar en català, igual que les comunicacions vinculades a la seva realització.

A més, les bases generals de l’OSIC diuen que les entitats beneficiàries han de respectar la igualtat de tracte i la dignitat de la persona en el desenvolupament de l’activitat subvencionada, i que no pot ser objecte d’ajut una activitat discriminatòria per raó de sexe. També exigeixen no haver exercit o tolerat pràctiques discriminatòries per raó de sexe o gènere i complir la Llei d’igualtat efectiva de dones i homes. La documentació de sol·licitud del CEIEFI —a la qual ha tingut accés l’equip de percepcions.cat— assegura que el projecte servia per reforçar la presència del català en materials, espais i continguts vinculats al congrés. Però el rastre públic localitzat mostra sobretot una capa de comunicació en català sobre un esdeveniment religiós amb difusió principal en castellà i àrab. I en aquest context, la presència d’imatges amb separació entre homes i dones afegeix un altre element de contradicció entre el llenguatge administratiu de la subvenció i la naturalesa real de l’activitat.
