Madrid gasta uns 7000 € per cada menor no acompanyat

La Comunitat de Madrid ha multiplicat per quinze el nombre de menors estrangers no acompanyats (MENAs) sota la seva tutela en només sis anys. Segons va publicar La Vanguardia, el 2019 hi havia 600 menors acollits a Madrid. A 1 d’abril de 2025, ja són 9.999, segons les dades oficials recollides per El Debate, que detalla un flux migratori constant i creixent any rere any.

Aquest increment del 1.566 % ha anat acompanyat d’una despesa pública cada cop més elevada. El 2024, el govern d’Isabel Díaz Ayuso va invertir 62,7 milions d’euros en l’atenció als menors. Aquesta xifra inclou manutenció, allotjament, gestió de centres i l’obertura de noves instal·lacions. Si es reparteix aquesta despesa entre el total de menors tutelats, el cost públic se situa en 6.919 euros per menor.

En tres mesos del 2025, gairebé tants menors com tot el 2021

Només entre gener i març del 2025, Madrid ha rebut 937 menors estrangers no acompanyats, gairebé igualant els 996 que van arribar durant tot el 2021. Aquesta dada evidencia una acceleració preocupant en el ritme d’arribades, i fa preveure que la xifra anual podria superar amb escreix la dels darrers anys si es manté aquesta tendència.

El 2022 havia estat fins ara l’any amb més afluència, amb 2.842 menors, però el 2024 també va registrar un fort increment, arribant als 2.442 menors acollits. La tendència dels últims anys és desigual però clarament creixent en termes globals. Aquest és el balanç anual d’arribades:

  • 2020: 822 arribades | 1.422 menors acumulats
  • 2021: 996 arribades | 2.418 menors acumulats
  • 2022: 2.842 arribades | 5.260 menors acumulats
  • 2023: 1.360 arribades | 6.620 menors acumulats
  • 2024: 2.442 arribades | 9.062 menors acumulats
  • 2025 (fins al març): 937 arribades | 9.999 menors acumulats

Crisi estructural i manca de consens

L’evolució demostra que la xarxa d’acollida no només ha hagut d’absorbir pics puntuals d’arribades, sinó mantenir sota tutela una càrrega acumulativa de gairebé 10.000 menors. Aquesta pressió ha fet que, segons El Debate, els centres d’atenció estiguin al 132 % de la seva capacitat.

En paral·lel, el conflicte institucional ha anat en augment. La Comunitat de Madrid acusa el Govern central de fer repartiments forçosos i unilaterals de menors provinents de Canàries i Ceuta, sense consultar prèviament les comunitats. La resposta ha estat un recurs davant el Tribunal Constitucional contra el reial decret llei que regula aquesta distribució. L’acord per al trasllat de més de 4.400 menors, pactat entre el PSOE i Junts, ha agitat també el debat polític dins de les pròpies files de l’esquerra, amb crítiques des de Podem.

Més enllà de les xifres i les sigles, el que Madrid té al davant és un repte social de gran envergadura: acollir, protegir i integrar milers de joves vulnerables mentre el marc legal i institucional es troba immers en un clima de tensió i manca de coordinació. I aquest desajust entre el volum de menors i la resposta política no fa més que agreujar una crisi que ja és, clarament, estructural.
