In Barcelona, almost all those arrested for theft are foreigners. According to data from the Mossos d'Esquadra, Published by La Gaceta, 91.1% of those arrested for theft and 83.1% of those arrested for violent robbery in 2024 were not Spanish nationals.. This means that nearly 881,000 of those arrested for theft in the city were immigrants. It should be noted that many of those holding Spanish nationality are in fact foreign nationals. The data were made public because they were requested by the political party VOX from the Barcelona City Council.

The scale of the phenomenon is not limited to property crimes. During 2024, arrests were made in Barcelona with a clear majority of foreigners: 78.61% (17,158) of those arrested were non-Spanish nationals, compared with 21.31% (4,650) who were Spanish.

Repeat offending for minor offences

Many of the crimes committed by immigrants—especially thefts and petty larceny—are minor offences, which they often do not carry prison sentences if they are committed in isolation. Nevertheless, these people are repeatedly detained for similar offences (multiple reoffending), yet they remain on the streets because:

  • The courts do not order pre-trial detention.
  • The sentences do not carry sufficient severity to justify imprisonment.
  • The criminal justice system is more protective and lenient in these cases.

Short sentences or no conviction

One of the main reasons why many detainees do not go to prison they either do not get convicted or receive alternative sentences, such as community service or suspended sentences. Furthermore, property offences, such as theft, are punished with relatively light sentences which, even when they involve imprisonment, They rarely last more than a few months and are usually served outside prisons.. This context fosters reoffending and a sense of impunity on the streets.

Arrest figures reflect people who have been arrested, not convicted. Not everyone who is arrested ends up being convicted, and even fewer are imprisoned. Prison figures are more stable, whereas arrest figures are more dynamic and inflated by reoffending.
