The Moroccan government launched, at the end of 2024, a direct aid programme for the middle and lower classes to acquire housing. The plan is open to Moroccans Resident Abroad (MRE) who wish to acquire a home in their country of origin.. The aim is to strengthen ties with the diaspora and boost the domestic property sector.

Success among Moroccans abroad

The direct housing assistance programme in Morocco has been very well received by Moroccans Resident Abroad (MRE). According to data from the Ministry of Urban Planning, since 1 January 2024, Nearly 8,000 people have registered to receive these grants.. Of these, 251 reside abroad, most in France, Spain, Italy and the Netherlands.

The programme consists of direct grants, which do not need to be repaid, to buy any new-build flat.

The process begins when the citizen finds the flat and submits the application. After verification, a proof of eligibility is issued within seven days so that the applicant can complete the purchase with the notary. The grant is transferred within fifteen days to finalise the transaction.

Very easy conditions for obtaining help.

The Moroccan government has set very affordable minimum requirements to access assistance for buying a flat. Any Moroccan can apply, regardless of where they live. There are no complicated restrictions or endless procedures. All you need is:

  • To be a Moroccan citizen, whether living in the country or abroad.
  • Not having any flat in Morocco.
  • Not having received similar assistance before.
  • Buy a new flat with a certificate of habitability from January 2023.

As for flats, the Moroccan government offers two different subsidies depending on the price of the flat (including taxes):

  • Up to €27,500 (MAD 300,000) → The State contributes €9,200 (MAD 100,000)
  • Flat priced between €27,500 and €64,000 (300,000–700,000 MAD) → The grant is €6,400 (70,000 MAD)

What can you buy in Morocco for €27,500?

If a Moroccan finds a flat priced at 300,000 dirhams, they can receive 33.1% of the flat's value from the government. But what new-build flats can be found in Morocco? For the main subsidy, there is actually very little supply.
